I have found a specific laptop which should run FM21 like a dream, and is quite affordable so without further ado; here it is:
The Best Laptop For Football Manager 2021

This is the Dell Inspiron 15 3000 15.6 Inch Laptop. A well-rounded mid-tier laptop perfect for FM21. It has an AMD Ryzen-5 processor with Radeon Vega 8 Graphics alongside a 256 GB SSD. If that just sounds like a bunch of made-up words, what this means is the processor (the AMD Ryzen-5) is catered far better for gaming than the processors most laptops use; Intel. So, this means that when you play FM21, you will be able to load more leagues, and faster. This is also supported by a 256 GB SSD. Solid State Drives are generally much faster than laptops which use HDD and you should try to find laptops with these built-in. It also comes with the Radeon Vega 8 graphics card. This is an integrated graphics card used in lots of notebooks which, while it may not be top of the range, enables relatively strong graphics for a laptop of this price.
So, onto the price, this laptop retails in the UK at around £499.99 and is currently in stock on Amazon.

Will the (HP 14s-dq1505sa Laptop – Intel® Core i7, Intel Iris plus graphics, 8gb Ram, 512 GB SSD) run FM 2021 because I am looking for a laptop for university but I also want to play fm on it.
However, I heard that’s the fm touch version is coming to Xbox one so I was thinking on waiting until that comes out.

Yes that laptop will be absolutely fine for FM21.
It has been confirmed an Xbox version of FM21 is coming in December available on Xbox One and Xbox Series S/X. Details are expected in the next week or two about this version but it is expected to be similar to the Touch version.
Is the touch version similar to the full version and is there much difference?
